Testifying in her role as a Board Member for the Bethesda-Chevy Chase Chamber of Commerce, Jennifer presented testimony to the Montgomery County Council on the proposed Subdivision Staging Policy (SSP). The SSP is the County’s quadrennial review of and adjustments to a myriad of policies related to growth and development, primarily with regards to school facility planning and transportation capacity analysis. Jennifer urged the Council to produce a policy that is simpler and that they can easily explain. The Planning Board’s proposed changes, among other things, includes the creation of four transportation policy areas with different levels of transportation analysis, the replacement of the transportation policy area analysis, exemption from transportation tests in certain areas, adjustments to impact taxes, and impact tax credits for certain instances.
